6. Contracts - General Conditions What you don't know CAN hurt you! What you don't know about General Conditions can hurt you. Without actual knowledge of the general conditions on each project, subcontractors are playing different types of poker without knowing the game rules. You can’t win high-low poker with a royal flush. AB2890 opens the door to small businesses In case you haven't heard yet, relatively new AB2890 allows California agencies to contract with certified small businesses, in amounts up to $100,000, without following the normal requirements for advertising, bidding and protests, so long as two price quotes have been received from certified small businesses and the contract is awarded to a small business. This applies to contracts for services, consulting services, commodities and goods, and IT contracts.
